Code of Conduct
#It is expected that each member of Pack 39 conduct themselves politely and orderly at all times. As members of the Pack, each member is a representative of the Pack, the Charter Organization, and the Boy Scouts of America as well as themselves and their family.
Conduct should reflect the guidelines in the Cub Scout Promise, Oath, and Motto and the Boy Scout Law. Each Scout, Leader and parent/guardian will abide by the Code of Conduct.
The Pack 39 Code of Conduct outlines the obligations of boys, parents and leaders with respect to one-another. Respect for this Code is essential for the operation of the pack.
The Boy Scout and Cub Scout programs are a privilege, not a right, for those boys and parents willing to accept the high standards of Scouting with their required behavior. Cub Scout Pack 39's Code of Conduct is necessary to ensure that Scouting's high ideals are met by all of our participants, boys as well as adults. Committee Members have met and developed the Cub Scout Pack 39 Code of Conduct by which all Pack and Den Meetings and outings will be governed. The Code of Conduct is as follows:
Tiger Cubs, Cub Scouts and Webelos
Respect one-another, keeping their hands and feet to themselves. No fighting.
No Running, rough housing or other in appropriate behavior prior, during or after ALL meetings
Wear a proper uniform - clean, neat and complete - to all Scouting events.
Demonstrate respect for all adults in authority. Pay attention, and in response to the "wolf ears" signal, silently return the sign.
Show respect for their surroundings, indoors and out, leaving them as good or in better condition than they were found.
Parents--
Assist their son’s in learning the Pack 39 Code of Conduct.
Work with leaders as requested to assure all boys in their den follow the code.
Act as role models, demonstrating proper behaviors, language, etc.
Pay attention, and in response to the "wolf ears" signal, silently return the sign.
Adult Leaders---
Treat all Scouts, parents, and leaders within the Pack with equal fairness and impartiality, respecting their opinions, needs and capabilities. Act as role models, demonstrating proper behaviors, language, etc. Wear their uniforms at all Scouting events. Assume responsibility for the safety, well being and behavior of their charges at all times. Follow Boy Scout rules regarding discipline and other matters. Remember that being a leader is a privilege, not a right and by signing the adult application, you have agreed to follow the Boy Scout Oath and Law. Understand that once you have taken on a position, you are required to fulfill your job. If you cannot do that, you will be asked to step down.
All registered adult leaders will set a proper example at all times.
They will conduct their business with fairness and impartiality to all dens. Otherwise the committee has the authority to request that the leader in question step down from whatever positions they hold.
The following will not be tolerated from adult leaders or parents:
· Vulgar language spoken or printed on clothing worn any Pack 39 Cub Scout meeting or functions will not be allowed. Offenders will be asked to leave.
· Loud or disruptive behavior by anyone attending scouting functions will not be allowed. Those not complying will be asked to leave.
· Individual mistreatment - whether physical or mental - will not be tolerated.
· Alcoholic Beverages - it is the policy of the Boy Scouts of America that the use of alcoholic beverages and controlled substances is not permitted at encampments or activities on property owned/and or operated by the Boy Scouts of America, or at any activity involving participation of youth members.
· Tobacco Products - the Boy Scouts of America strongly recommends that leaders maintain the attitude that youth members are much better off without tobacco. Pack 39’s leaders are strongly encouraged to not use tobacco products in any form and are prohibited from using tobacco products in the presence of youth members at any Pack or BSA activity.
DISCIPLINE SECTION 1 - A Tiger Cub, Cub/Webelos Scout, or Leader may be suspended for any of the following reasons:
a. Misconduct or bad behavior at Pack/Den meeting and activities
b. Failure to act as a good Scout or Leader
c. Failure to fulfill responsibilities for position held
d. No respect for the by-laws of the Pack and/or BSA
e. Conducting oneself in a manner that is contradictory to the morals and values of the BSA
SECTION 2 - Discipline problems for all Tiger, Cub/Webelos Scouts will be handled in the following manner:
1. First Warning: verbal warning 2. Second Warning: sent back to sit with parent or guardian 3. Third Warning: sent home with parent or guardian, and not allowed to return to another Pack meeting or Pack activity until submitting a written apology to the Pack. This constitutes the First Offense.
a. First offense: Scout will be counseled by the Den Leader/Cubmaster and Den Leader/Cubmaster will speak to parent(s). Parent(s) will be asked that the boy be removed from the activity. b. b. Second offense: Will result in the Pack Committee ruling on probation for thirty (30) days from all Scouting functions. Parents will be notified of this in writing. This writing will incorporate the limitations discussed in the next paragraph, explaining the Scout’s boundaries in order to prevent future infractions. c. c. Third offense: Scout will be automatically suspended for sixty (60) days or until the problem can be resolved with the Cubmaster, Committee Chairman, Charter Representative, Den Leader, and parents. This suspension should have been explained to the Scout and his family in the written notification given out in the second offense and should be of no surprise to the parent or guardian. A Pack Committee ruling is not necessary for this suspension since it is automatic and based on the good judgment of Scout Leadership. Upon completion of the suspension, the parents will attend the next available Committee meeting to discuss the problem and determine whether or not the Scout will be placed on inactive status.
SECTION 3 - Any Scout who has been placed on the inactive role for conduct reasons, will not be refunded any portion of his enrollment fees. Application for reinstatement may be considered by the Committee at a later date, if the Scout has shown an improvement in his behavior and still wants to be in the Scouting program.
SECTION 4 - Zero Tolerance. The following shall be grounds for immediate dismissal of both Scout and Leader and possible prosecution to the fullest extent of all applicable laws. These offenses shall not follow the same offense structure outlined above in Section 2.
a. Theft. To include, but not limited to Pack property, monies, equipment, personal properties and the like.
b. Drug Use. Any use and abuse of illegal or controlled substances. This includes alcohol and nicotine products for all Cub Scouts, based on them being under aged.
SECTION 5 - Discipline problems for Leaders—this will be dealt with on an individual basis by the Charter Representative, the Committee Chairman, and the Cubmaster, depending on the nature of the offense. Necessary/immediate steps will be taken to remove the leader from a potentially harmful situation.
a. First offense: Leaders will be counseled by the Charter Organization Representative, the Committee Chair and the Cubmaster. Leaders in question will be asked to immediately cease and desist any further offensive behavior. This will result in probation for thirty (30) days from all Scouting functions and removal from committee positions during the probation time. Leaders will be notified of this in writing. This writing will incorporate the limitations discussed in the next paragraph, explaining the Leader’s boundaries in order to prevent future infractions. A letter explaining the offense will be sent to the local district and council executives.
b. Second offense: Leaders will be automatically suspended for sixty (60) days or until the problem can be resolved with the Committee Chairman, Charter Representative, Cubmaster, as well as the District Executives. This suspension should have been explained to the Leader in the written notification given out in the second offense and should be of no surprise to them. A Pack Committee ruling is not necessary for this suspension since it is automatic and based on the good judgment of Scout Leadership. Upon completion of the suspension, the Leader should attend the next available Committee meeting to discuss the problem and determine whether or not the Leader will be placed on inactive status or allowed back into the pack activities. c. Third offense: The Leader will be asked to leave the pack.
